I have the same problem as roxanenorman–HOW DO YOU END THIS GAME???!!! I have played 538 levels and bought everything in sight (538!!!) Help!!!

Is there a mayor? I have 15 inhabitants (16 if you count the monkey with the organ grinder), but no mayor. Should I still be working to find another character? Everything is bought and has been a long, long time. Am I going nowhere now when I play?
